more well-off people who are unwilling to reach out and help."

going to take more time or work. It's actually going to take outside
spending and outside help to lift Waco out of poverty."

we really realize the deeper problems in the community. We don't
volunteer enough, and we don't recognize some of the systemic problems
that create poverty."
